Stage 2: Core

The controls most systems depend on are required by approved policy, carried out by written procedures and measured by standards. Systems know which controls the organization provides for them to inherit.

FamilyArtifacts beyond the family policyMain controls
Access controlAccount management procedure; access request form; access review record; remote access standardAC-2, AC-17
Awareness and trainingTraining plan; training record logAT-2, AT-3, AT-4
Audit and accountabilityAudit logging standard (event list); log review procedureAU-2, AU-6
Configuration managementConfiguration Management Plan; baseline configuration standard; change request form; component inventoryCM-9, CM-2, CM-6, CM-3, CM-8
Contingency planningContingency Plan; business impact analysis; test plan and after-action reportCP-2, CP-4
Identification and authenticationIdentification and authentication standardIA-2, IA-5
Incident responseIncident Response Plan; incident handling playbook; incident report form; tabletop exercise kitIR-8, IR-4, IR-6, IR-3
Personnel securityAccess agreement; onboarding, transfer and termination checklistPS-6, PS-4, PS-5
Risk assessmentVulnerability management standardRA-5
System and communications protectionEncryption and key management standard; boundary protection standardSC-8, SC-12, SC-13, SC-28, SC-7
PII processing and transparency (if you handle PII)Privacy notice; privacy impact assessmentPT-5, RA-8

Each family also gets a decision worksheet listing the values its policy needs.

  • The values each family policy leaves open: review frequencies, time limits, approvers. The decision worksheets list them with typical values.
  • Which controls the organization provides centrally (for example the identity provider, logging platform or training) and which each system provides itself.
  • Where the organization sets a stricter value than a baseline requires.
RoleResponsibility in this stage
Chief Information Security OfficerOwns the family policies and approves exceptions
Policy owners named in each policyWrite and maintain procedures and standards
Common control providersRun the controls systems inherit and document them
System ownersAdopt the policies and record inheritance in their security plans

TaskHow this stage meets it
P-4 Tailored baselines and CSF profiles (optional)Family policies set organization-wide values for baseline parameters
P-5 Common control identificationThe list of centrally provided controls, recorded in the program plan and each security plan
